It is Not Possible to Create FDM Application From Workbench Client on Windows 2008 R2

Symptoms

When attempting to create a Financial Data Quality Management (FDM) application using the workbench client on a Windows 2008 R2 server, the workbench will create the application folder and will then be in a hung state.  In Windows Task Manager the upsLBMgr.exe process is hung with 0% CPU usage.

This issue occurs for FDM 11.1.2.1 on a Windows 2008 R2 server.
Cause

The FDM Application Path is currently being specified as a UNC path.  When this occurs the .zip utility that is being used by FDM to extract the Scripts to the folder structure is causing the load balance server to be hung and not complete the application creation process.  This issue has been logged as Bug 12908432.

Solution

Apply Patch Number 12795642 to the FDM environment.  This will no longer extract the scripts directory during the application creation process.  The Script must now be manually extracted from the Shared Components directory and placed in the application folder Data\Scripts manually.
