Symptoms

The ManageUserPOV utility in Financial Reporting 11.1.2.1 does not work.  Instead, the following error appears in the ManageUserPovLogging.log file (<EPM_ORACLE_HOME>\diagnostics\logs\FinancialReporting):

Cause

The cause of this issue is unknown.

This issue has been identified and verified in unpublished Bug 11882757.

Solution

This issue is addressed in Financial Reporting Release 11.1.2.1.000 Patch Set Update (PSU): 11.1.2.1.101 or a latest PSU including 11.1.2.1.101.
